Accident Summary:
THE AIRCRAFT FLEW INTO GROUND FOG, ATTEMPTED A 180 DEGREE LEFT
TURN AND WENT IFR. THE AIRCRAFT WAS AT 50 FEET OR LESS AT THE
START OF THE TURN AND WITH THE TURN ALMOST COMPLETED IT IMPACTED
THE WATER IN A WINGS LEVEL ATTITUDE. THE AC DID NOT FOLLOW
APPROPRIATE IMC PROCEDURES. THREE PAX AND THE CREWCHIEF WERE
DROWNED. ALL BODIES WERE RECOVERED.\\
